As the founding Secretary-General of the DCO, Deemah leads a coalition of 16 member countries on a mission to democratize digital access and innovation. Long before the Kingdom’s reforms began rewriting the landscape for women, Deemah was already paving pathways. In 2013, she founded WomenSpark — Saudi Arabia’s first female-led angel investment group.

Since then, WomenSpark has trained over 26,000 women, equipping them to enter the world of tech entrepreneurship and investment with confidence and capability. The platform has become a cornerstone in the country’s innovation ecosystem, planting the seeds of a generation of women-led startups and tech ventures.

Deemah’s credentials are as broad as they are deep. She’s held key roles at:

• Microsoft – where she was instrumental in expanding the regional developer community and promoting digital literacy.
• The Misk Foundation – where she supported youth-driven innovation and leadership.
• The National Digital Transformation Unit – where she served as CEO, shaping strategies that continue to drive Saudi Arabia’s transition into a digital-first economy.

Her work in designing blueprints for health, education, smart cities, and public service digitization laid the foundation for much of Vision 2030’s digital transformation agenda.
